Under general supervision, the Financial Accountant is responsible for functions of the accounting and budgetary processes of The Arc of Southern Maryland, Inc. and its subsidiary Western Chesapeake Properties of Calvert County, Inc. An individual who is a self-starter that uses their knowledge base to analyze departmental financial data, programs requirements and operations. Applies fundamental accounting and fiscal concepts, prepares written and oral budgetary recommendations for implementation in department budgets. Assists departmental management staff and other personnel in technical budgetary matters during budget hearings, finance meetings, and in the general preparation and administration of the budget. Prepares short and long range budgetary projections utilizing economic forecasting and financial analytic techniques to assess the impact of budget changes and legislative requirements. Utilizes current organization-wide and/or department specific software to complete assignments.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

ACCOUNTING FUNCTIONS

  • Prepares assigned monthly general ledger entries including amortizations.
  • Prepares monthly indirect cost allocations.
  • Maintains the fixed asset systems for both companies.
  • Prepares and maintains annual fixed cost allocations for expenditures and revenues.
  • Substitutes for assigned accounts receivable staff in his/her absence or when the workload is such that assistance is necessary, while maintaining proper internal controls.
  • Verifies financial information is being recorded in accordance with all grants and funding sources.

ANALYSIS

  • Analyzes and evaluates departmental budget requests to prepare budgetary documents, reports, and recommendations.
  • Prepares charts and diagrams showing prior, current and projected revenues and expenditures to provide a basis for comparison and evaluation.
  • Monitors budget projections versus actuals, identifying and explaining variances and providing aggregate reporting to the senior leadership team.
  • Analyzes and reconciles, if necessary, various revenues and expenditures for program staff, e.g. Respite Care grant, CSLA, BSS, FSS, etc.
  • Evaluates and reports on deviations of departmental authorized practices and procedures.

FINANCIAL REPORTING

  • Prepares financial reporting including, but not limited to: Grant reports, 440’s, budget modifications when applicable.
  • Utilizes corporate financial information systems in the preparation of ad-hoc reports and analytical evaluation within the scope of this job description.

SUBSIDIARY CORPORATION

  • Prepares the 5 year budget for each HUD contracted home.

BUDGETING, GRANTS AND OTHER PROPOSALS

oAssists with revenue and expense information for grant and contractual proposals.

oMay research and assist in evaluating and recommending rates for recovering and/or distributing charges for services rendered to departments and/or outside agencies.

oAssists with the preparation of the budget for all corporations covered.

oPrepares budgets for various funding sources as needed.

  • Monitors budget projections versus actuals, identifying and explaining variances and providing aggregate reporting to the senior leadership team.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in related field.
  • Has five (5) years of direct working experience in an accountant and budgeting role.
  • Full working understanding of GAAP procedures and proper internal controls.

JOB KNOWLEDGE, SKILLS AND ABILITIES

  • Possesses a thorough knowledge and understanding of grants and funding systems.
  • Possesses a proficiency in computer based accounting software, Excel, Word and Access.
  • Reasonable knowledge of budgetary management, accounting principles, and procedures.
  • Ability to make routine decisions in accordance with policies and procedures.
  • Knowledge of program analysis and evaluation.
  • Possesses the ability to operate standard office machines.
  • Possess demonstrated analytical ability and skills.
  • Demonstrates excellent verbal and written communication skills.
  • Is decisive and possesses a "big picture" perspective.
    • Possesses language skills including the ability to read, analyze, and interpret the most complex documents.
  • Has the ability to respond effectively to the most sensitive inquiries or complaints.
  • Must pass criminal background check mandated by the State of Maryland.
