DEFINITION: Provide Integrated Logistics Support (ILS) Program Management Administrative support to the F/A-18 and EA-18G Program Office, PMA-265. Specifically, provide senior level data analysis in support to the PMA-265 Readiness Team.
Ideal candidate is a recently retired USN/USMC maintenance control officer or senior enlisted aircraft maintainer.
ASSIGNED TASKING: As a Senior Readiness Analyst for the PMA-265 Readiness and Sustainment Team, will perform data analysis of F/A-18A-F and E/A-18G aircraft and associated weapon systems. Roles and responsibilities include:
Support the daily execution and application of the data analysis processes, monthly delivery of actionable reports and artifacts developed utilizing the data extracted from the Hornet/Growler Health Management system and other NAVAIR data repositories in support of PMA-265, identifying system degraded performers for aircraft systems and Weapons Replaceable Assembly (WRA) reliability, and risk mitigation. Track readiness and build readiness charts. Coordinate and schedule with system owners and stakeholders reviews of their systems reported performance and recommended actions in an effort to identify and reduce deficiencies that are negatively impacting mission readiness, reliability and maintainability.
Additionally, the PMA-265 Senior Data Analyst, will provide support for the following tasks:
1. Perform trending and analysis of available data sets to identify variation drivers [e.g., Bad Actor aircraft by BUNO and system, WRA by Serial Number, and Built-in-Test (BIT) diagnostic signal or Condition Indicator (CI) by system from the aircraft on-board health monitoring system (HMS).
2. Support PMA-265 and the PMA-265 Fleet Support Teams (FSTs) by coordinating and providing:
Perform technical tasks in support of PMA-265 in coordination with NAE Readiness Standards as required for readiness issues related to the F/A-18 A-F and E/A-18 G aircraft and systems.
Data for Life Cycle Cost, Could Not Duplicate (CND) Maintenance Actions, AVDLR costs, Cannibalization rates, High Maintenance Man-Hours and High Demand rates.
BUNO and system level readiness charts
Data analysis utilizing BIT and/or 3M data, identifying system reliability, WRA consumption rate and maintenance actions.
Provide cost avoidance metrics.
When directed by PMA-265, work with AIR 6.8 CBM+ or other resources for research in maturing current Automated Maintenance Environment (AME), data management constructs or for development of organic data analysis capabilities and products for utilization by PMA-265.
Provide data analysis in support of PMA-265 F/A-18 A-F and E/A-18G systems related data bases resulting in monthly reports for PMA-265. Develop data analysis training content as required and provide to fleet squadrons via SharePoint.
Coordinate and support the PMA-265 "O & S" cost team. Coordinate O & S cost initiatives, monitor progress, and provide metrics as required.
Be able to work with DECKPLATE, Vector, and other related maintenance databases and tools
Pull data and build charts in support of drills and data calls.
Other data analysis tasking as assigned in support of PMA-265 Logistics.
EXPERIENCE: At least ten (10) years of experience in acquisition or operational logistics support and maintenance engineering. Experience shall include: Four (4) years supervising and directing acquisition or logistics managers in the performance of comprehensive analysis across the spectrum of ILS elements during a job assignment in or in support of an acquisition command. Four (4) years of DoD logistics support experience to include specific experience in acquisition planning and management including logistics planning, scheduling, execution and support system effectiveness analysis, studies and evaluations in support of DoD weapons systems and equipment. Two (2) years of specific experience in operational logistics planning and management.
A SOLE Logistician certification as a DML plus eight (8) years of recent experience in acquisition or operational logistics support and maintenance engineering.
EDUCATION: BS or BA degree.
Allowable substitution: An additional five (5) years of experience in acquisition logistics support, operational logistics support, or maintenance engineering beyond the ten (10) years of experience may be substituted for a BS or BA degree.
MS or MA degree can be substituted for two (2) years of experience in acquisition logistics support, operational logistics support, or maintenance engineering.
DESIRABLE SKILLS/ABILITIES: Expert-level use of Microsoft Professional Office Suite including Microsoft Word, Access, Excel, and Power Point; Working knowledge/experience of F/A-18 FAME, Optimized Organizational Maintenance Activity (OOMA) / Naval Aviation Logistics Command Maintenance Information System (NALCOMIS), JDRS, NATEC, DECKPLATE, and VECTOR IT Systems; well-developed written and oral communication skills; ability to read, write and review technical documents, reports and drawings; ability to track and report status of assigned tasking, ability to assess established business processes, identify/document business process problems and recommend business process improvement initiatives; strong team building skills and ability to develop and maintain a highly integrated network of team members required to successfully execute the data analyst tasking listed above.
