DEFINITION: Provide Logistics Support Services to the NAVAIR PEO(T) Naval Air Traffic Management Systems Program Office, PMA-213.
DISTINGUISHING CHARACTERISTICS: Provide overarching and comprehensive logistics support for ship based United States Navy Combat Identification (CID) Systems, with a focus on new CID systems aboard ships that are planned to enter service in the near future. Conduct logistics, supportability, reliability, maintainability, and operational analyses, and provide recommendations for tailoring, optimizing, and establishing requirements for all logistics elements in support of CID systems. Provide recommendations for changes to site supportincluding maintenance planning, phased support, manpower and personnel requirements, initialprovisioning and material support, support equipment, training and training devices, technical data packaging, handling storage and transportation, and facilities. Provides recommendationsfor the development of Life Cycle Cost (LCC), Total Ownership Cost (TOC) Management Plans, Life Cycle Sustainment Plans (LCSPs) and Users Logistics Support Summary (ULSS). Provide recommendations for the review and development of MaintenancePlans/Logistics Support Analysis (MP/LSA) records, maintenance tasks, and Level of RepairAnalysis (LORA) recommendations.
Review and provide comments on CID system Engineering Change Proposals (ECPs), Engineering Change Requests (ECRs), Allowance Parts Lists (APLs), Physical Inventory Control Programs (PICPs), ILS checklists, and ILS certifications as required. Prepare new and update old Program Support Data (PSD) and Variance sheets, using the PSD Automated Reporting and Tracking System (PARTS). Update Form 15 spares lists as required.
1. Possession of a BS or BA degree from an accredited college or university and at least ten (10) years experience in Acquisition and Sustainment Logistics phases for ILS elements. Competent in Level of Repair Analysis (LORA), Maintenance Planning, Product Support Analysis (PSA), Operational Availability analysis, or resource requirements analysis related to in-service support of DoD systems.
2.) Allowable substitutions:
a.) Five years of additional acquisition or operational logistics management experience may be substituted for a BS or BA degree.
3.) Knowledge of the following highly desirable: Experience with Air Traffic Control and Landing Systems. Life Cycle Costing experience desired. Knowledge of Program Support Data (PSD) and how to use PSD Automated Reporting and Tracking System (PARTS). Knowledge of the Baseline Assessment Memorandum (BAM) process.
DESIRABLE SKILLS/ABILITIES: Four years of experience providing technical direction ofat least three logistics analysts in the performance of comprehensive analyses across the spectrum of ILS elements, during a job assignment in an Acquisition Command or supporting an acquisition command. Highly proficient with the Microsoft Professional Office Suite including Microsoft Word, Access, Excel, Power Point, and Project; detailed oriented; well-developed written and oral communication skills; ability to read, write and review technical documents, reports and drawings; ability to track and report status of assigned tasking, ability to assess established business processes, identify/document business process problems and recommend business process improvement initiatives; strong team building skills and ability to develop and maintain a highly integrated network of team members required to successfully execute the tasking listed above.
