DISTINGUISHING CHARACTERISTICS:  Prepare and review draft Technical Directives (TD) for proper format and compliance with NAVAIR current Technical Directive System instructions.  Create, format, review, and process documents used to prepare TDs IAW the NAVAIR 00-25-300.  Ensure proposed TDs are in compliance with approved Engineering Change Proposals, NAVAIR Change Control Board inputs, and TD Detailed Data Sheet (TDDDS). Ensure Technical Directives are reviewed for accuracy and logistics supportability.  Ensure Technical Directives are validated and verified prior to publishing.  Review and track issued TDs for Incorporation/Non Incorporation (INC/NINC) status.  Monitor INC/NINC progress of approved TDs and report findings to the APML/TYCOM and program office.  Monitor and track TD kit procurement, delivery and issuance to ensure proper TD and Kit incorporation provide findings to the APML of any deficiencies and provide options for mitigation.  Provides ILS technical expertise in reviewing ECPs, deviations, waivers, and Technical Directives (TDs) for accuracy and ILS impact.  Provide high degree of ILS technical expertise in reviewing ECPs, deviations, waivers, and TDs for accuracy and ILS impact. Review NAVAIR CCB approvals to determine the requirements for Interim Flight Clearances and submit request to IPT Engineers. Review validation/verification results for acceptance or rejection and provide recommendations regarding problem areas, improvements, impacts, and planning factors to respective DAPMLs. Research, analyze, and interpret TDs, drawings, and installation instructions provided by DAPMLs and engineers in order to write and process waivers for approval of concurrent validation/verification or detailed instructions on aircraft.

1.) Possession of a BS or BA degree from an accredited college or university plus six years of experience in operational logistics support or maintenance engineering. Three (3) years’ experience in technical analysis of operational ILS requirements. Three (3) years of specific experience in operational logistics planning. Experience or education demonstrating ability to perform IPS studies, analysis, and evaluations in support of DoD weapons systems/equipment.

2.) Allowable substitutions:
 a.) five years of additional acquisition or operational logistics management experience may be substituted for a BS or BA degree.
 b.) a MS or MA degree may be substituted for a maximum of two years of operational logistics support experience.
 c.) Demonstrated Master Logistician (DML) plus three (3) years of recent experience in acquisition logistics or maintenance engineering may be substituted for six (6) years of experience in operational logistics support or maintenance engineering.

3.) Knowledge of the following REQUIRED:  The development and processing for review/approval of TDs in accordance with NAVAIR 00-25-300.

4.) Must have current active SECRET security clearance.

DESIRABLE SKILLS/ABILITIES:  Highly proficient with the Microsoft Professional Office Suite including Microsoft Word, Access, Excel, Power Point, and Project; detailed oriented; well-developed written and oral communication skills; ability to read, write and review technical documents, reports and drawings; ability to track and report status of assigned tasking, ability to assess established business processes, identify/document business process problems and recommend business process improvement initiatives; strong team building skills and ability to develop and maintain a highly integrated network of team members required to successfully execute the TD processing tasking listed above.
