Junior Foreign Military Sales (FMS) Program Analyst - PMA 259

Function Description:
The FMS Program Analyst performs critical program management, technical, or business analysis of major PMA 259 programs and provides recommendations to ensure program success for FMS requirements. The FMS Program Analyst provides program analysis support for all aspects of the program, participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs). The FMS Program Analyst collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs, tracks program/project status and schedules, and applies policies and procedures for financial planning. The Program Analyst assists in the reviews of PMA 259 (FMS) Program Management Office’s Letters of Request (LORs) for Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs) final documentation for compliance with Defense Security Assistance Management System (DSAMS) regulations and procedures.

The Program Analyst duties will include:

a. Tracking and maintaining milestone status of DSAMS taskers assigned to PMA 259 and report weekly updates to SCPO and PMA 259 International Director
b. Entering DSAMS LOAD data and prepare DSAMS packages for PMA 259 electronic signature
c. Participating in SCPO/IPO Case Development Team related meetings
d. Coordinate, schedule and participate in internal PMA 259 Case Initiation Meetings
e. Track status of outside coordination associated with DSAMS taskers such as Congressional Notifications (CN), Non-Recurring Recoupment Cost (NRC) waivers, National Security Agency (NSA) approvals, Foreign Disclosure Office (FDO) reviews.
f. Keep abreast on all aspects of policies, processes and tools related to Case Development

a. Proficient in DSAMS
b. Proficient in Excel spreadsheets
c. Familiar with Security Assistant Management Manual (SAMM) Chap 5 and Chap 9 policies

Education Requirements:
AS or AA degree. ALLOWABLE SUBSTITUTION: An additional four (4) years of experience can be substituted for an AS or AA degree.

Experience Requirements:
Required: At least two (2) years’ experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of one (1) year in FMS, Security Assistance and/or Cooperative Program.

Security Clearance Required - SECRET
