Information Functional Analyst 3 in support of Deputy Assistant Secretary of the Army for Defense Exports and Cooperations (DASA DE&C)

The Info Functional Analyst 3  will support  the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)) to provide management oversight of Army Security Cooperation activities to include but not limited to technology transfer, direct commercial sales (DCS), foreign military sales (FMS), Armaments Cooperation and the related development of policies, procedures and metrics to ensure compliance with U.S. statutory requirements and Department of Defense (DOD) Directives. The Deputy Assistant Secretary of the Army for Defense Exports and Compliance (DASA DE&C) is responsible to the ASA (ALT) for these functions. This functional responsibility provides the basis for the integration of the management oversight of the Army’s worldwide execution of a coherent and coordinated security cooperation program. Security cooperation is defined as all activities involving cooperative, non-combat interaction between any element of the Total Army, U.S. defense industry, and the militaries, governments, industries, or people of other nations in foreign military sales, International Military and Education and Training (IMET), DCS of ground force capabilities and systems, international trade shows and cooperative programs and related forums. The DASA DE&C responsibility also includes planning, programming, budgeting and developing policy and regulatory guidance for Army worldwide security cooperation; coordinating, integrating, and providing oversight for specific policy implementation pursuant to Army export control and technology transfer activities; representing the Army in security cooperation policy matters; overseeing policy for, Security Assistance, weapons systems exports, Armaments Cooperation, and related international agreements. Support is also required to identify, coordinate, and execute opportunities in the pursuit of international cooperative research, development and acquisition (ICRDA) programs. In particular, there is a need to (1) support ICRDA Cooperative Program Identification, Review and Approval Processes; (2) support International Agreement Formulation and Execution Processes and (3) maintain Content of ICRDA Automated Records.

Education and Experience:
The Functional Analysts 3 shall possess a 4-year degree and a minimum of 4 years of experience in International Armaments Cooperation (IAC). The Analyst 3 must have a working knowledge of International Agreements, negotiations and requirements for co-development of new technology. The requirement of a Bachelor’s degree may be waived if the individual has had at least ten years of applied security cooperation experience while serving as a uniformed member of the armed forces.

An active SECRET Clearance is required
