About T/E Employment  
  • Recruitment and hiring for T/E positions occurs outside of standard protocols for Maryland state employment. As a result, T/E employment is limited to 6 months.
  • In the event that employment should continue beyond 6 months, T/E employees will be required to apply for ongoing employment through the State of Maryland Job Openings system.
  • T/E employees who work a minimum of 30hr/week or an average of 130 hr/mo may be eligible for subsidized health benefits. Please refer to the 2021 Health Benefits Guide and the Contractual/Variable Hour Employee Rates for additional information.

Community Health Outreach Worker/Contract Tracer
  • See Maryland Classification Specifications for Qualifications
  • Conduct infectious disease/outbreak case investigations and contact tracing
  • Participate in and provide health education information at indoor, outdoor, and telephonic outreach events and one-on-one contact through program activities.
  • Learn to support programs and operations with assigned administrative duties to include but not limited to data entry and maintenance of education materials, composing education packets, ordering of program supplies, copying, and faxing. 
  • Completes follow-up phone calls to clients and family as needed for case investigation and contact tracing ● Work may be completed remotely or onsite


Community Health Nurse  
  • See Maryland Class Specifications for Qualifications 
  • Conduct disease surveillance and prevention 
  • Provide infectious disease education and provision of community health nursing care according to established protocols, resources, and guidelines
  • Collection and handling of laboratory specimens, to include but not limited to nasal swabs, blood, sputum, feces, etc.
  • Provide consultation on immunizations in accordance with CDC guidelines and Maryland immunization regulations
  • Participate in immunization record review and guidance for public and non-public school nurses or staff
  • Maintain electronic medical record (Pat Trac), medical records, reports, and surveillance reporting systems, including NEDSS (National Electronic Disease Surveillance System), etc. according to organization procedure
  • Administer and dispense medications as per clinician order following Maryland Board of Nursing Community Health Nurse Medication Dispensing Guidelines and SMCHD policy and procedure


Vaccinator (Salary Commensurate with Licensure)
  • Administer Immunizations at Mass Vaccination events and documents in an electronic medical record per established protocols and guidelines.
  • Provide patient education, vaccine preparation, administration and records management on vaccinations and follow all guidelines for patient safety.
  • Participates in internal and external public health emergency response training, activities, and real events/incidents.
  • Must maintain State of Maryland licensure to administer vaccinations, i.e. Nurse (compact state) Pharmacist or Paramedic
  • May include extended periods of standing should be included for Vaccinator
  • May be assigned to work inside, outside, and possibly at multiple locations
Direct Care Assistant 
  • See Maryland Class Specifications for Qualifications
  • Collection and handling of laboratory specimens to include but not limited to nasal and throat swabs, blood, sputum, feces, etc. Per scope of license practice, may Administer Immunizations
  • Complete appropriate documentation in an electronic medical record per established protocols and guidelines ● Notifies clients of test results under the direction of a licensed professional
  • May include extended periods of standing should be included for Vaccinator
  • May be assigned to work inside, outside, and possibly at multiple locations


Administrative Specialist

  • Perform data entry and maintenance of pertinent medical information and demographics in required data bases
  • Assist with preparation of reports and suggested recommendations for the improvement of data and program needs ● Assist in planning and implementing new or revised programs, procedures, practices, and organizations
  • Coordinate all aspects of meetings including scheduling, developing agenda, recording and disseminating meeting minutes
  • Perform clerical tasks including making copies, faxing documentations, organizing and filing paper and electronic documents

Administrative Specialist Lead

  • Individuals in this role may or may not directly supervise other employees depending on the program they are assigned
  • Coordinate and oversee operations and/or logistics to include staff onboarding, coordinating training, and development of work schedules for mass vax site and community outreach/vaccine events
  • Communicate with community partners as well as staff within the program and across the agency to ensure smooth operations
  • Assembles, collects and compiles and disseminates updates updated guidance and program information as needed
