Senior Program Analyst – Foreign Military Sales (FMS) Business Development Analyst

RBC, Inc. has a position at Patuxent River, MD for a Senior Program Analyst – FMS Business Development Analyst to support the efforts and actions of the PMA-290F MPRA International Programs Director and the Business Development Lead relating to case development for various FMS P-8A Poseidon Aircraft programs.  Under the direction of the International Programs Director/Country Case Manager, assists in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR), as well as applicable DoD Acquisition policy guidance. 

This position requires experience in defense acquisition program management related to aircraft platform acquisition and life-cycle management; DoD Instruction (DoD) 5000.2, DoD Directive (DoDD) 5530.03 (International Agreements); demonstrated knowledge of the principles, policies, and practices of FMS acquisition to plan, organize, and coordinate critical aspects of the development, production, execution, and sustainment of systems, subsystems, and equipment to execute a successful program within cost, schedule and performance; demonstrated knowledge of the SYSCOM Security Cooperation Office (SSCO) programs to include the understanding of the FMS sales process from releasability, pre-case development, case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38; strong interpersonal skills that ensure collaborative and trusting relationships with the team, peers, customers, stakeholders and leadership; strong written and verbal communication skills and the ability to develop and deliver executive-level presentations; possess knowledge of security cooperation/participation/offsets activities through FMS channels; proven ability to manage multiple broad ranges of diverse projects simultaneously, quickly adapt and navigate in a highly demanding environment; the ability to identify, monitor and manage risk as it relates to the execution of the FMS program; and be proactive to ensure processing of case documentation in an expedient manner.

This position requires a BS or BA degree in Business Management, or relevant technical discipline and a minimum of ten (10) years of experience in program management or technical/business analysis discipline.  Eight (8) years of relevant experience may be substituted for the college degree. Six (6) years out of the prior ten (10) years of experience supporting FMS business development activities associated with major weapon systems and components, as well as P-8A aircraft systems knowledge is desired. No travel required. A current Secret security clearance will be required.
