Description: NSI requires a Senior Project Analyst to support the AIRWorks program office. The candidate will provide project/financial analyst support to the AIRWorks Director and actively support the AIRWorks Portfolio Manager/Integrated Project Team Lead (IPTL) on the Multi-Mission Tactical Unmanned Aerial System (MTUAS) project supporting the management of all funding activities. Create and maintain the Spend Plan vs actual expenditures analysis and tracking for all supplies and services on the project. Interact with the MTUAS Coast Analyst across all aspects of the project Spend Plan. Provide wide area workflow (WAWF) support to the PM/IPTK and Contract Data Requirements List (CDRL) Data Manager. Support the BFM Spend Plan by extending it to cover all years of the project.
Other Job Functions:
• Prepare a Request for Information (RFIs), Market Research (MR) or Pre-Solicitation Synopsis documents
• Prepare Request for Proposal (RFP) packages that include Statements of Work (SOW), Performance Specifications, and CDRLs.
• Update and prepare the Procurement Management Tool (PMT) with Procurement Planning Conference (PPC) and Procurement Planning Agreement (PPA) details and prepare and conduct a PPC to execute a PPA.
• Acquisition Plan, ISRTAP, or MOPAS document preparation
• Prepare a J&A, Certificate of Urgency (COU) Need Statement or D&F.
• Prepare a Simplified Acquisition Procurement (SAP), Rapid Acquisition Contract (RAC), Defense Logistics Agency (DLA) Order or MILSTRIP purchase.
• Detailed file and data retrieval organizational skills that support team members needs for access to large amounts of data
• Provide project control in various areas including but not limited to developing Standard Work Packages (SWP), Rough Order of Magnitude (ROM), spend plans, acquisition documentation and activities, and program technical documentation
Location: Patuxent River, MD
Education: MA or MS degree preferred.
Experience: At least 10 years of experience related to the functional duties listed above.
Allowable Substitution: Six (6) years’ additional relevant work experience may be substituted for a Bachelor’s Degree. Associate’s Degree plus four (4) years’ additional relevant work experience may be substituted for a Bachelor’s Degree.
Skills:
• Familiarity with the Financial Compendium
• Ability to communicate and adapt well in dynamic team environments
• Good organizational skills
• Strong skills in Microsoft Word, Excel and PowerPoint
Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
