Salary Range: Grade 20, Step 4-7, $79,568 - $85,848

SummaryThe Workforce Development Division of the Tri-County Council for Southern Maryland (TCCSMD) provides high quality workforce development services to strengthen the regional economy and is the bridge between understanding the talent development needs of local and regional businesses and preparing individuals to meet their full career potential. 

Overview:  The Workforce Innovations Manager will play a pivotal role in driving forward-thinking strategies and initiatives to revolutionize workforce development practices. The role will lead efforts to identify emerging trends, technologies, and methodologies, applying them to create innovative solutions that enhance workforce outcomes and promote economic prosperity. Specialized focus will be addressing the unique challenges, barriers and needs of special populations such as youth and young adults, including those who are justice-involved; individuals with disabilities; veterans; ex-offenders; refugees; immigrants; and other marginalized groups.

Responsibilities:

Program Development:

    • Conduct thorough needs assessments to identify workforce development gaps and opportunities within the community.
    • Design innovative initiatives and programs that address identified needs, align with organizational goals, and foster community engagement.
    • Collaborate with internal teams and external partners to develop program strategies, objectives, and performance metrics.

Program Implementation:

    • Accountable for meeting or exceeding WIOA Youth Program performance measures.
    • Lead the implementation of workforce development programs, ensuring they are executed effectively and efficiently.
    • Coordinate logistics, resources, and timelines to deliver programs on schedule and within budget.
    • Monitor program activities and outcomes, collecting data and feedback to evaluate effectiveness and identify areas for improvement.

Partnerships and Collaborations:

·      Cultivate strategic partnerships with technology vendors, research institutions, startups, and other stakeholders to access cutting-edge tools, resources, and expertise.

·      Collaborate with internal teams and external partners to co-create innovative solutions, leveraging complementary strengths and perspectives.

·      Facilitate knowledge-sharing and collaboration across organizations, fostering a culture of innovation and continuous learning.

Outreach and Promotion:

    • Develop marketing and communication strategies to promote workforce initiatives and recruit participants.
    • Utilize various channels, including social media, websites, newsletters, and community events, to raise awareness and engage stakeholders.
    • Represent the organization at conferences, forums, and networking events to showcase our workforce development efforts and build partnerships.

Evaluation and Reporting:

·      Establish evaluation frameworks to assess the impact and success of workforce programs, tracking key performance indicators and outcomes.

·      Prepare regular reports and presentations for internal and external stakeholders, summarizing program activities, accomplishments, and challenges.

·      Use evaluation findings to refine program strategies, improve effectiveness, and ensure accountability.

Supervision and Leadership:

·     Provide leadership and supervision to program staff, fostering a collaborative and inclusive work environment.

·     Provide targeted opportunities for professional development to enhance employee skills and performance.

·     Conduct regular performance reviews and provide constructive feedback.

·     Collaborate with stakeholders to develop training programs, apprenticeships, and job placement opportunities that meet employer needs.

·      Engage with program participants, providing support, guidance, and resources to facilitate their career development and success.

·      Ensure program activities align with organizational goals, funding requirements, and best practices in workforce development.

·      Support the development and maintenance of workforce management systems and tools.

·      Participate in the development of policies and procedures related to workforce management.

·      Monitor program metrics and implement data-driven solutions for improvement.

Grant Management and Compliance:

·      Manage grant budgets, ensuring funds are allocated appropriately and expended in accordance with grant guidelines and reporting requirements.

·      Prepare and submit grant reports, documenting program outcomes, impact, and compliance with funding objectives.

·      Collect, analyze, and interpret program data to assess effectiveness, identify areas for improvement, and inform decision-making.

·      Develop and implement program evaluation strategies to measure outcomes, track participant progress, and demonstrate program impact.

·      Utilize data-driven insights to refine program strategies, enhance services, and maximize the success of workforce development efforts.

Qualifications:

·      Bachelor's degree in social work, psychology, business administration, public administration, or a related field. Direct work experience on a year-for-year basis may be substituted for required post-secondary education.  Global Career Development Facilitator (GCDF) or Certified Professional Resume Writer (CPRW) certifications highly preferred, but not required.  Experience with federal laws and regulations pertaining to workforce development strongly preferred. 

  • Proven experience in workforce development, community engagement, or related fields.
  • Strong project management skills, with the ability to plan, execute, and evaluate programs effectively.
  • Excellent communication and interpersonal skills, with the ability to build relationships and collaborate with diverse stakeholders.
  • Strategic thinking and problem-solving abilities, with a focus on innovation and continuous improvement.
  • Knowledge of workforce trends, labor market dynamics, and economic development principles.
  • Proficiency in data analysis and reporting tools.
  • Commitment to diversity, equity, and inclusion principles.
  • Flexibility to adapt to changing priorities and work in a fast-paced environment.
  • Passion for making a positive impact on the community and empowering individuals through workforce development initiatives.

Knowledge, Skills and Abilities

  • Exceptional oral, written, and interpersonal communication skills necessary
  • Ability to work independently and exercise sound judgment in carrying out responsibilities
  • Computer proficiency with Microsoft office applications and the Internet
  • Ability to work in a fast paced rapidly changing environment
  • Experience administering standardized career and basic skills testing instruments
  • Data entry and record keeping
  • Knowledge of platforms such as Canva and Photoshop for creation of print and digital collateral materials.

Special Requirements – Conditions of Employment

·      Ability to work evenings and weekends as required

·      The Council is committed to providing the necessary equipment to perform this job. Employees are required to have electronic equipmentprovided by the Council. Employees are responsible for the equipment and replacement and will sign a form agreeing to this condition.

·     May be required to work in Calvert, Charles, and St. Mary’s Counties
