Description: NSI requires a subject matter expert for International Armaments Cooperation, and manager of the Coalition Warfare Program (CWP) and International Cooperative Research and Development (ICR&D) Program in support of Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C), Technical Operations Directorate. 

Serves as the Department of the Army (HQDA) point of contact and manager of CWP and ICR&D, including program proposals, evaluation, coordination, selection, and execution in accordance with HQDA and Office of the Secretary of Defense (OSD) policy.  Supports the development, planning, promulgation, and interpretation of Department of State (DOS), Department of Defense (DOD) and Headquarters, Department of Army (HQDA) policy and guidance as it relates to international armaments cooperation and the CWP and ICR&D programs.  Provides general oversight of assigned Technical Operations activities with coalition partners, geographic combatant commands, and other stake holders to ensure effective program implementation and consistency with existing policies and long-term regional armaments cooperation objectives. These programs leverage foreign technology and skill/expertise and help build partnership/coalition capacity leading to enhanced interoperability.

Duties and Responsibilities:
• Manage the CWP and ICR&D programs and other armaments cooperation activities as assigned. 
• Provide guidance and examples for CWP and ICR&D proposals. 
• Review (revise if needed), coordinate, and staff proposed CWP and ICR&D submissions with OSD and DASA (DE&C).  Encourage, pursue, and support areas identified for potential cooperation (of mutual benefit). 
• Represent the U.S. Army at OSD–level, US, foreign national hosted meetings, and other meetings as required for assigned programs.

LocationArlington, VA

Education: BS or BA degree preferred.

Allowable Substitution: Ten (10) years of applied security assistance experience while serving as a uniformed member of the armed services or a US government employee.

Experience: At least four (4) years of experience in international affairs and/or national security policy.  Must be knowledgeable of the Foreign Military Sales (FMS) process.  Shall have the ability to write and develop policy, capable of intensive research that results in technical writing.  Have knowledge of security assistance policies and laws and be familiar with export controls and technology transfer.

Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
